The Student Newspaper of the University of North Carolina at Charlotte Volume XIV, Number 35 Charlotte, North Carolina March 26, 1979 Legislature OK’s Springs' nomination By Rick Monroe The Student Legislature met in special session Thursday to discuss alleged improprities in the nomination of Larry Springs for re-election as stu dent body president. Voting 19 for, none against with one abstension, the legislature approved Springs' nomination, but vowed to re- examine the Elections and Publicity Act to prevent future misunderstan Parolee arrested in Scott dorm burglary attempt dings. Questions concerning possible il legalities of Springs’ nomination began when it appeared as though Springs had not filed by the set deadline. Ac cording to Tom Chumley, chairman of the Elections and Publicity Staff, he approved Springs nomination form about 45 minutes before the 5 p. m.,March 19, deadline. The question arose when Chumley returned the form to Springs, who kept the form in his of fice overnight. Legislator Chip Ferguson said, "I’m not going to go along with it because I think the form ought to be in the posession of the proper authorities and should not have been handed back to Mr. Springs. Therefore, it is my per sonal opinion! Springs) is not a can didate for (student body president).” Springs felt his nomination was legitimate under the Elections and Publicity Act. “The thing we have to go by on this thing is the Elections and Publicity Act. The only stipula tion that governs this whole matter is that it says that you have to sign the form out in front of somebody from the (Elections and Publicity) staff." Springs said any problems that may have occoured were because of flaws in the Act. “If you have any quams, perhaps its because of the vagueness of the document we're working under.” The legislature also passed a motion, 10-3-2, to appoint Elections and Publicity vice chairman Cathy Allred to co-chairman of the committee. Some legislators said Allred was doing more work than Chumley and should be given a position of more authority so she would be able to work without the approval of Chumley. Other members said running elections might be too much work for one person. The legislature authorized the finance com mittee to adjust Chumley’s and Allred’s stipends accordingly. A motion to amend the Elections and Publicity Act was not acted upon but sent to the Judicial committee. Another motion, which passed 11-1-5, ordered the legislature’s Ways and Means committee to investigate the way elections had been handled. (Debbie Miller) Larry Springs defends his actions against claims his nomination was invalid. “I think they had the right idea, but took the wrong action.” said Chumley. “What they should have done was set up an oversight commission, like they did last year when elections were going so bad just before I took over as Elec tions chair. The most important thing is elections will be held on time and hopefully everything will run smoothly." Asked if he thought the elections would be contested, Chumley said, “If things continue as they are, you can probably count on it." By Kathy Espin A man was arrested on campus ear ly Wednesday morning after he allegedly entered a room in Scott Dorm occupied by a female student, threatened her with a knife and demanded she have sex with him, ac cording to the Mecklenburg County Police report. Police said the student escaped in jury after she struggled with the man and ran screaming from her room. The student was reportedly hit in the face but received no other injuries. Captain Gene Rushing said Michael Murphree, 21, of Kings Mountain, has been charged with first degree burglary. Murphree, who is not a stu dent, was on parole having been con victed of breaking and entering and indecent exposure. Jerry Hudson, UNCC public safety director, said. “We did have a report of a room being entered and a girl be ing, well, let's say, at least touched. He said he was hesitant to release any more information out of consideration for the victim. Hudson said good work on the park of security guard Paul Collins resulted in the capture of Murphree. Collins, on duty in Holshouser, heard screams from Scott and ran over to investigate. Hudson said Collins saw a man running from the fire escape and gave chase. Collins caught the man and called the county police. Rushing said Murphree was charg ed with first degree burglary (break ing into an occupied dwelling) because it is a more serious offense than attempted rape. Hudson said he felt it important the students be aware of the incident in view of recent discussion over easing dorm security. "Maybe we don't need it." he said, "but thank God they were there the other night." Inside- special Elections Section By Nancy Davis Student Association elections will take place on Tuesday, March 27, and Wednesday, March 28. Voting machines will be used in this impor tant election, with polls set up in the Northeast Lounge of the Cone University Center and the Residence Hall Cafeteria. All students currently enrolled at UNCC will be eligible to vote by showing their IDs. Voting times for the Cone University Center location is 10 a.m.-9 p.m. both days. In the Residence Hall Cafeteria, only dorm students will be allowed to vote from 11 a.m.-2 p.m. and 4 p.m.-6:30 p.m. Candidates were given a question naire for use in the election section of the Carolina Journal. In this week’s issue, those questionnaires have been reprinted to allow students an oppor tunity to read more about the can didates. They can be found in the center of this issue.
